The dog was chained to a tree and left for dead at Forest Hill Park in Cleveland Heights in November, where a professional dog walker discovered him.

Weeks later, the man police say was responsible for the act was arrested and charged with two misdemeanors and a felony.

He'll be arraigned this Friday in Cuyahoga County Common Pleas Court.
