New chiefs are selected strictly by outside testing and assessment, Morris said. Candidates took a written exam June 20 and went through an assessment July 8.

“(Candidates) go through an assessment center which ranks them one, two and three,” Morris said. “We used to use Kent State for the assessment, but now we use Dr. Thurston Cosner."

Candidates are evaluated on management and leadership skills and some psychological testing is completed.

Cosner has spoken to city leaders before on leadership assessment.

"(Eisenhardt’s) score was the highest,” Morris said, adding he had no say in the selection process. “He obviously has good leadership skills.”

Morris said Eisenhardt is expected to be named interim fire chief at the Aug. 22 council meeting. Council will discuss the option to create an interim fire chief position at the Aug. 15 meeting, following summer break.
