Council Discusses Reclassification of Utilities Superintendent

Plan is to create smooth transition when current superintendent David Conrad retires

The position of may become an unclassified position after current utilities superintendent David Conrad retires.

A proposed ordinance from Jim Smith could make that happen. It was discussed at Monday's work session of Avon city council at .

Conrad said that the job becoming unclassified would not affect salary, but that job protections could be eliminated if the job is unclassified.

Smith also wants to create a position of superintendent-in-training. The person in that position, Conrad said, would train for about 18 months and then would take over as superintendent after Conrad retires.

"We're going to see a lot of replacements in the next few years," Smith said, referring to his own intention not to seek re-election as well as other older city workers retiring in the coming years.

A planned executive session to discuss personnel issues was cancelled, as both council president Craig Witherspoon and councilman Clinton Pelfrey were absent. Councilman Dan Zegarac acted as president for the work session.
