Avon Lake Gives Back $215K in Tax Revenue to Businesses

Distribution part of Job Growth Incentive Program

More than 130 Avon Lake companies are receiving checks this week courtesy of the new Job Growth Incentive Program. At a press conference Feb. 22, Mayor Greg Zilka handed out checks to (four) local businesses. Rebates, representing 25 percent of (income tax) collections for the 2012, were awarded to companies that posted a growth. In total, $214,448.72 was distributed to 133 Avon Lake companies. Those rebates spanned from $11.13 to Fifth Third bank (for its Avon Lake location) to $76,642.36 to Ford Motor Company headquartered in Dearborn, MI. Representatives from Hinkley Lighting, Marty’s Cycle Center, Emerge and Thogus were on hand to accept their company’s checks and give a few comments. There were at least 2 businesses that received rebate checks that moved out of Avon Lake and into Avon last year! Didn't anybody think to check on these details before they sent out the checks? I wonder if any of the recipients realize that by law, they will receive a 1099 tax form on that money?   more ›

Bucci Will Seek Re-Election

Elected in 2009, Bucci has focused on economic development

Avon Lake Councilman-at-Large Dan Bucci has announced he will seek re-election in November. Bucci made the announcement in front of a private gathering of more than 50 friends and supporters today. He also kicked off a Facebook page where supporters can follow the campaign. “When I ran for City Council four years ago, I campaigned on a platform of making economic development not only my focus, but also that of Council as a whole and the Mayor’s office,” Bucci said Feb. 10. “We have made progress toward that end and I am running to ensure that the next phases of the City’s economic development plan are implemented.” Bucci, an attorney, was elected to one of three council-at-large seats in 2009, earning the most votes of four candidates. Portman Stops in Avon Lake to Support Romney/Ryan Ticket

Senator is introduced by Councilman Dan Bucci, said Romney supports auto industry.

Fresh off of acting as debate coach and sparring partner for Presidential candidate Mitt Romney, Sen. Rob Portman (R-Ohio) made a pit stop in Avon Lake Oct. 26 to support the Republican ticket. Portman spoke at the Republican Victory Center in Learwood (Giant Eagle) Plaza. City councilman Dan Bucci, who formerly worked with Portman, introduced him. “We’re doing better than we expected,” Portman said to the healthy crowd that showed up Friday morning. “Ultimately it will come down to the next 11 days.” Portman focused on the need-for-change message, saying that the United States could resemble to woe-stricken Greece and other troubled European countries. “They didn’t get their act together soon enough,” Portman said, noting the same could …

City Eyeing Alcohol Permit for Veterans Memorial Park

Permit required for July wine festival.

For a few hours in July, the city is looking to allow having alcohol served and consumed on city property. Currently, alcohol consumption and sales are not permitted in any city park or building. The city is permitting a 4 p.m. to dusk wine festival on Friday, July 13, that will allow serving and drinking of wine from five scheduled wineries including two Avon Lake wineries, John Christ Winery and Klingshirn Winery. The ordinance earned support from most council members who saw the opportunity as a positive economic development move, but one councilman, Larry Meiners, opposed it at council’s May 29 meeting. The event is one of three festivals supported by the Avon Lake Waterfront LLC, a private non-profit organization hoping the festivals …

August Vote Could Eliminate Need For Runoff Elections

Changes suggested after costly December mayoral runoff race.

On Nov. 6, 2001, following a crowded field of candidates that resulted in Rob Berner being elected mayor with just 20 percent of the “yes” votes, Avon Lake electors opted to change the charter so that no mayoral candidate could be elected with less than a "50 percent plus one" vote. The issue won in a landslide with 81 percent of voters supporting a majority win. Ten years later, the city faced a runoff election when none of the three candidates in a three-way November 2011 mayoral race earned 50 percent of the vote, forcing a December runoff election. Plan Could Mean 25 Percent Income Tax Rebate for Avon Lake Businesses

Still in its infancy stage, income tax rebate could lure businesses in, and provide incentive to new ones.

Although Avon Lake has a favorable location to I-90, an educated work force and a top-ranked library, the head of the city’s Economic Development Committee is saying a little more is needed to make the city attractive to businesses. “With the exception of Avon Lake’s proximity to Lake Erie, many other cities are similar,” Councilman Dan Bucci told council members at an economic development Committee meeting last week. What he wants to offer, is a local version of state’s Job Creation Tax Credit platform—but aimed for businesses. “It has to be simple,” Bucci said. I'm glad Mr. Bucci is bring this up. We are in real danger of losing the Ford plant, which would be devastating. I suggest we at least make this kind of offer to them also. Anyone paying 200,000 dollars a year in income tax would have to be turning a huge profit. We would have a favorable proximity to I-90 if it weren't for the RR tracks. City Will Take ‘Wait and See’ Approach to Internet Cafes

Popular--but controversial--cafes are becoming more and more popular in Ohio

Following in the footsteps of cities such as Avon and Strongsville, Avon Lake is taking action to prevent Internet cafes from popping up. At least for the time being. On Feb. 28, City Council approved a six-month moratorium on the creation, operation and/or development of Internet gaming/sweepstakes cafes anywhere in Avon Lake and mandate internet cafes obtain permits. Councilman Dan Bucci said the legislation was not aimed at permanently banning the cafes, but would allow the city to see how the state and other cities react to them. “We want to get a handle on what other communities have done and allow the state to review the issue and give municipalities guidance," he said. A discussion to consider adding a new position at City Hall – that of a part-time economic development adviser – did an about face at the Jan. 31 Finance Committee. The concept, brought to the table by Mayor K.C. Zuber, initially received little consideration, but survived the meeting and will be discussed again at council's Economic Development Committee meeting on Feb. 3. The city also maintains a volunteer Economic Development Advisory Board which has been chaired by Joe Archacki for the past seven years. Avon Lake Council to Decide Whether Next Mayor Gets Pay Bump

Winner in the November election could get a 4 percent higher salary, if approved.

If council approves the measure, the person elected as Avon Lake mayor for the 2012-16 term will make $3,300 more per year. Avon Lake’s Human Resource Committee is recommending the position, which now pays  $82,500 annually, receive a one-time 4 percent increase starting in January 2012, that will increase the salary to $85,800. The city charter mandates that the mayor’s salary remains the same for the entire four-year term. Avon Lake's next mayoral election is in November 2011.  Salary discussions have been going on for months, with recommendations running from no increase to 12 percent, which the city’s human resource director, George Wintermyer, said would put the salary more in line with comparable mayor’s salaries in similar cities (…

Avon Lake Mayor's Salary Talks Continue

Numbers from 0 - 12 percent considered as human resource director notes city's pay is 15 percent lower than surrounding cities.

City Council members continued discussions Jan. 3 to determine whether the position of mayor needs a raise with the general consensus that some raise is needed from the current $82,000 per year.  Numbers discussed fluctuated from no raise to a one-time 12 percent increase. Council has until Feb. 1 to determine if the current salary, in place since 2007, should increase for the next mayoral term. Due to charter requirements, only one raise can be issued for the entire term, which means that while almost every other city employee will receive annual step increases, the mayor's position will likely receive one large increase for the first term that will then remain unchanged.
