'Bitter' Smith Thanks Obstructionists, Gets Last Laugh on Interchange

After thanking those who supported Interchange project, Avon mayor takes obstrucionists to task.

First, he gave thanks to supporters. Then he thanked the "obstructionists" who helped save Avon millions. When Avon Mayor Jim Smith provided his comments at an invitation-only reception for the opening of the I-90 Nagel Interchange on Dec. 20, he first acknowledged those who went above and beyond in making the $27 million project, 16 years in the making, a reality. He also spoke of the difficulties that came from "obstructionists." “I want to thank everyone who tried to slow down or obstruct or stop the interchange,” Smith said. “If you had not held us up for those couple of years, it probably would have cost us $5 or $6 million more to build." Three Avon Roads Re-opening on Dec. 5 Near Interchange

Chester, Just imagine and Nagel roads will re-open as progress continues.

Progress continues on the Nagel Road Interchange project with three more roads opening next Wednesday. Don Damyanic, Construction Project Manager for the city of Avon, said that at approximately 9 a.m. on Dec. 5, the following roads will re-open to traffic: Once re-opened the temporary roadway currently in use will be closed to traffic. The traveling public is urged to travel these areas with caution as new traffic signals and patterns are in place. Nagel Road south of Chester will re-open in the very near future. Until then, motorists are cautioned to obey traffic signs and stay out of areas with “Road Closed” signs as work in these areas is still in progress. City Issues Bonds, Awards Road Bids

Council signed off on just over $40 million in bonds at Monday meeting

Avon City Council approved just over $40 million worth of bonds mostly related to refinancing and the bonding of notes and awarded bids for concrete and asphalt road work throughout the city at Monday’s regular meeting. Several portions of the bonds were related to the Nagel Road interchange. “We’ve got the program set for the bond issues. That was the big thing, to make sure that all got in on time,” Councilman Kevin Ward said. “We will find out in the upcoming weeks what are interest rates are. Hopefully, they should be very, very low. We have a high rating. Hopefully, we’ll save a lot of money on that.” For the 2012 Road Program, Karvo Paving Company won the asphalt work with a total bid of $653,450.94 for its base and second alternate …

$40 Million in Bonds Reviewed by Council

Avon City Council reviewed around $40 million in bond ordinances mostly related to the Nagel Road interchange project during a work session meeting Monday. The city will bond out a little more than $20 million and expects to have that completed by July 21, city finance director Bill Logan said. The Richard E. Jacobs Group LLC will be covering most of the rest of it. The Columbia Gas pipeline relocation for $3 million is the newest item involved. Road work continues for interchange

Traffic changes and detours are coming again to the Nagel Road area north of Interstate 90 as work related to the new interchange continues. Don Damyanic, the city's project manager for the interchange project, said that Nagel Road will be reopened on May 29 to allow access again to the Richard E. Jacobs Health Center's Nagel Road entrance. Chester Road just to the west of the intersection with Nagel Road, and Just Imagine Drive just to the east of Nagel Road, will be closed for construction. Drivers trying to go from Nagel Road to Chester Road can use Lear Industrial Parkway. A temporary bypass road connecting Nagel Road and Just Imagine Drive has been built. Avon Road Set to Re-Open, Help With Interchange

Road to be resurfaced, opened to avoid construction zone

The city of Avon will resurface Avon Road from Bradley Road in Westlake to the Avon border to re-open the road to save time and money on the interchange construction. Residents in that area will be able to avoid the construction at the Avon-Nagel Road intersection. Once school is completed, the intersection will be closed off to help speed up the interchange work in that area over the summer, Avon construction project manager Don Damyanic said in an e-mail. The city hopes to have the resurfacing completed by June 1 and will open the road a couple of weeks later. The goal is to complete the interchange work before school starts in the fall, Avon city engineer Robert Knopf said. Avon and Westlake agreed last fall to the resurfacing on Avon …

Nagel Road Closures Begin Monday

Nagel Road entrance to Cleveland Clinic will be closed during this phase

Another phase of construction work on the Nagel Road interchange project is set to begin this week, and it could affect how you get around the area. Beginning Monday, a 500-foot stretch of Nagel Road north of Chester and south of Lear Industrial Parkway will be closed to traffic for approximately two months. Lear Industrial Parkway is the detour for Nagel Road traffic. See the attached map to get a visual on closures and detours. Work being done includes widening and improving Nagel Road. All the businesses in the area will be accessible, but the Nagel Road entrance to the Richard E. City to Pay Schools for Lost Stadium Revenue

Money lost when state declared All Pro Freight Stadium tax-exempt

Avon Local Schools will get more than $43,000 from the city to make up for revenue lost after All Pro Freight Stadium was given tax-exempt status by the state last year. City council unanimously approved Monday night a voluntary payment of $43,811.72 to the school district. The stadium got tax-exempt status after Senate Bill 71 was passed. Before that, only stadiums that had teams affiliated with Major League Franchises were tax-exempt. The Lake Erie Crushers, like all other Frontier League teams, are independent and unaffiliated. The ordinances passed authorizing the payment only applies to this one payment. Also at the meeting, council approved advertising for bids to repave Avon Road. Nagel Road Interchange Project On Schedule

Warm winter helped in some ways, hurt in others.

This unseasonably warm and snow-free winter led to some work on the Nagel Road interchange being done ahead of schedule, said Don Damyanic, the City of Avon's project manager for the interchange. The project is about 25 percent finished, Damyanic said, and remains on schedule to be completed in September of 2013. Work on the mechanically-stabilized earth walls was able to be done ahead of schedule because of the warmer, dry weather, Damyanic said. Behind the concrete walls that will be part of the base of the bridge on each side of Interstate 90, there are horizontal straps as well as vertical footers that go down to bedrock to keep the ground under the bases of the bridge stable. Richard E. Jacobs Health Center Open

Patients have been coming in since 7 a.m.

A new era for Avon began early Monday morning as the Richard E. Jacobs Health Center, the new Cleveland Clinic facility, opened for business. Patients have been coming in since 7 a.m., said medical director Dr. Joseph Knapp. It has been a very hectic last week for Dr. Knapp and the staff. They closed the Cleveland Clinic Westlake facility on Friday, and everything from files to supplies were moved from Westlake to Avon and organized over the weekend. "The move went very well," a relieved Dr. Knapp said. The $97.9 million, 190,000 square-foot facility employs about 400 people. The staff was busy Monday, continuing to settle into their new spaces and helping patients find where they need to be. While the health center is open, the emergency …
