Body of Drowned Cleveland Teen Pulled From Lake Erie at Miller Road Park

The body of 17-year-old boy was recovered at 6:45 a.m. this morning off  after he went missing in the water almost 12 hours earlier. 

The teen, Daryle Phoeur, was with family and friends at park Sunday, July 31 and went to help his 24-year-old cousin, Randy Cham, who was struggling in the water near the GenOn power plant.

According to Avon Lake Police Lt. Duane Streator, at 6:20 a.m. the fire department was notified by GenOn employees that they observed what appeared to be a body floating in the area where Phoeur went missing. Personnel responded and located the body about 20 yards into the water. The body was brought to shore and the Lorain County Coroner’s Office was contacted.

Cham was rescued by an Avon Lake couple, Allison Digiandomenico and her husband, Kevin Powers, who also saw the 17-year-old go under.

The area near the power plant is restricted and has a steep drop off below the surface.

Rescue teams, including the Lorain County Dive Team, Avon Lake Firefighters and the U.S. Coast Guard continued to search for the 17-year-old as the night wore on.
